Soon, the dam was at 100% capacity and, as the rainfall event progressed, the dam level came precariously close to the estimated maximum level (~300%) that the dam (temporarily) can hold without failing. To prevent a disaster, the gates fully opened when the dam reached close to 250% capacity.
Ross River - as most adjacent river systems - had no other option than to go up and spread out, even before the flood gates fully opened.
