The 1987 Constitution: A hindrance for 'Build, Build, Build'?

Albay 2nd District Rep. Joey Salceda believes that the special powers for Pres. Duterte to implement the 'Build, Build, Build' Program is required for him to keep promise that projects will be finished under his term. Rep. Salceda adds that the 1987 constitution is slowing down the implementation of some big ticket projects due to it being very productive.
