Opponents of St. Paul's new trash collection system won a battle by forcing a vote on whether to keep it. But even if voters decide to scuttle the garbage ordinance, the city will still be contractually bound to pay the current haulers $27 million next year, according to the Mayor. He warned that would result in a 17 percent property tax increase in the Capital City.
